Why there is ‘NO' big shopping complex in Jaffna?

In the north province of Sri Lanka compared to other districts in north the jaffna is now a upcoming metro city of north side but now it’s 2023 not 2005 so why there is no big shopping complex, tourisms related stores, low franchise stores , poor city clean maintenance and more you can notice if you visit there and compare it to a western province cities it is still in developing stage.
What’s the problem and solution?
